- Count Invyra - Ruler of Tyrus, a port city in Lurland. Although he has taken the title of Count for himself, the land he controls is more like a barony.
- Damaroth - The high priest of Pelor at the temple in Ellewyr, the largest in the nearby lands. Once a crusading cleric, he was badly wounded in an extraplanar battle and has given up the adventuring life.
- Irrephim - The most powerful wizard in Karlon Keep. The mere whisper of his name is enough to send shivers down most peoples' spines.
- Lord Belgan - The well-liked ruler of Caernigan. His critics claim he is nothing more than a puppet for the true rulers of Caernigan, but his popularity drowns out such accusations.
- Lord Orvas - The ranger lord of Shieldkeep. He is allied with the local druids and the monks of the Foothills Monastery to protect the lands of the Upper Valley.
- Losbul - A powerful wizard in Caernigan. He is the head of the Academie Politik, a famous mage's guild and school in that city.
- Pentegarn - Court wizard to Queen Shaunil. He also frequently visits his friend Lord Orvas in Shieldkeep; the two were once adventuring companions.
- Queen Shaunil - The widowed ruler of Ellewyr. Popular rumor has it that her former husband King Melakar II was assassinated, though officially his death was due to illness.
- Sellenrath Assorinol - The elven ambassador to Caernigan. As the official representative of the elven lands to the west, he is a very powerful figure in that city.
- Shadamehr - The high priest of Karlon Keep. Who or what he is the high priest of is a mystery, but his dark power is undeniable.
